County finance director reports steady revenues; administrator previews space study and strategic planning

At the Sept. 25 Scott County Board of Supervisors meeting, Finance Director David Farmer presented a monthly dashboard showing modest revenue increases and budget positions as fiscal 2025 closes.
Farmer said gaming revenue is up about 1.85% and projected at roughly $850,000 for the year. Road use tax receipts are up approximately 4.6% in early collections; recorder revenue shows about 1.1% growth with roughly $281,000 collected to date. Building permit revenue stands at about $110,000 toward a $300,000 budget. On the general fund side, Farmer said the county has collected roughly 11% of expected revenue and spent about 20% of the budget so far in the fiscal year, and he estimated the county’s unassigned fund balance at about 8.3% (expected to rise after property tax recognition next month). He emphasized monitoring federal interest rates, CPI, and other variables as the county prepares fiscal 2027 budgeting while closing fiscal 2025.
County Administrator Mahesh Sharma reported logistics for upcoming meetings: a committee‑of‑the‑whole work session on Oct. 7 at the courthouse and a strategic‑plan refresh session on Oct. 21. He said the space study (including third‑floor courthouse work) now has contractor quotes and will be brought back to the board for direction on next steps. Sharma also noted meetings with Riverdale officials to explore intergovernmental cooperation and recounted attending a cricket tournament in East Moline, saying Scott County and the City of Bettendorf can partner on future facility needs though he made no financial commitments.
