Valdosta council OKs $121,750 contract to reinstate flow monitoring network

The Valdosta City Council approved a proposal to reinstate the city's flow monitoring network as part of compliance with a 2020 EPD consent order. Utilities Director Jason Barnes told council the city had acquired 15 permanent flow monitors and leased 15 temporary units; a 2024 field assessment found 13 of the 15 city-owned meters showed corrosion or damage.
"This is possible because we can take the data provided by the flow meter and apply it to our lift station flow data in order to be able to zone in on problem areas throughout the city," Barnes said, explaining the monitoring program's role in locating inflow and infiltration problems. He said Boris Design Solutions will contract with ADS Environmental Services to perform diagnostics and make repairs or replace meters that are not salvageable.
Staff recommended approval of the proposal submitted by Boris Design Services in the amount of $121,750 for 12 months of monitoring and associated diagnostics and repairs. Councilman [unnamed in transcript] moved to approve the $121,750 bid; a second was received and the motion passed.
Barnes said the final total cost will depend on how many of the 15 meters can be repaired versus replaced. The work is intended to improve the city's ability to identify problem areas and reduce spills and overflows; staff noted continued monitoring and follow-up will determine additional replacement needs.
