During the public-comment portion of the April 10 meeting multiple residents urged the city to act on localized flooding and blight and asked for better follow-up from staff. Bobby McKenzie of Northwind Boulevard described what he called a 30-foot-tall debris dam on Sugar Creek that traps storm debris and trash, and said the city’s stormwater manager and engineer have accepted the situation in prior responses. McKenzie said the accumulation could become a "floating landfill" under Bay Tree Bridge and urged stronger action beyond volunteer cleanup efforts.
Other residents, including Gracie Bacon, described ongoing blight on Holly Drive — boarded houses, mattresses and obstructed mailboxes — and said they wanted a low-cost cleanup and more enforcement; council members acknowledged the concerns and directed staff to look for ordinance adjustments and patrol follow-up. Councilwoman Tooley (referenced in staff remarks) and other members described past efforts and urged continued coordination.
Eric Morales, a public-affairs specialist with the U.S. Small Business Administration’s Office of Disaster Assistance, briefed council on business-recovery centers: three centers had been available, two will close and one at Valdosta State University will remain after April 27 and operate Monday–Saturday 9 a.m.–5 p.m. Morales said SBA would extend physical-damage filing assistance by 60 days in the most affected areas and provided the application website (lending.sba.gov) and a customer-service number in the meeting record.
Council members thanked volunteers, affirmed the need to follow up on citizen complaints and asked staff to consider ordinance or patrol changes to address neighborhood problems. No formal council action was recorded on the citizen complaints in the meeting minutes; follow-up tasks were requested.
