Commissioners award audiovisual and copier contracts after technical review; San Antonio Sound and Light, Hilliard chosen

Callahan County Commissioners awarded two procurement contracts at the Sept. 22 meeting following staff recommendations and a technical review. San Antonio Sound and Light was selected for courthouse audio-visual systems and Hilliard Office Solutions was selected for county copier and printer services.

Facilities staff described the AV RFP review: two proposals were received — Audio Video USA (Dallas) and San Antonio Sound and Light. Staff said Audio Video USA failed to provide required government references, did not conduct a site walk-through and left critical technical elements out of its submission (speakers, amps, equipment racks, and integration points). San Antonio Sound and Light met the RFP's technical specifications, provided courthouse references and documentation, and had prior experience on comparable courthouse installations. Commissioners discussed cabling scope and were told shifting cabling to the county's cabling contractor could reduce the AV vendor's price by about $41,000; staff also estimated a worst-case additional cost of roughly $40,845 if the AV vendor had to pull its own cabling.

On the copier/printer RFP, staff asked for authorized-dealer documentation and technical compliance. Hilliard Office Solutions (Konica Minolta) met company and technical requirements and provided references; another bidder's dealer documentation could not be verified. The court voted to accept Hilliard's proposal.

Commissioner Farmer moved to accept San Antonio Sound and Light for AV and later moved to accept Hilliard for copier services; Commissioner McGowan seconded both motions and both passed by voice vote. Staff said they would meet with the AV vendor and judges before finalizing contract documents to verify setups and ensure courtroom-specific needs (for example, muting capability and court reporter audio) are met.
