Kendall County raises formal bidding threshold to $100,000 and tightens quote rules

Kendall County commissioners on Sept. 23 approved revisions to the county purchasing policy to align with state law raising the formal bidding threshold from $50,000 to $100,000.
Under the revised county policy the court adopted: purchases under $5,000 generally follow department procedures; $5,000–$49,999 generally require departmental quotes (three quotes required for larger purchases in that band); purchases between $50,000 and $99,999 will require three written quotes plus prior court approval before a purchase order is issued; purchases at $100,000 and above must comply with statutory formal bidding procedures.
County staff and the auditor noted that capital‑outlay budgeting and existing internal controls already require additional approvals for budgeted capital items (the county’s internal capital threshold is $5,000). The court said the change is intended to balance compliance with the new state threshold, protect fiscal stewardship and reduce vendor burden for smaller purchases.
The motion to adopt the revised purchasing thresholds passed unanimously. County purchasing staff will update internal procedures and training materials to reflect the new thresholds and the court asked for ongoing reporting to ensure the new structure operates as intended.
