Kendall County staff briefed on ImageTrend EMS platform and umbrella deployment

Kendall County commissioners heard a presentation July 30 from Eric Eppley, executive director of the regional trauma/EMS council STRAC, on moving the county’s first-responder patient records to ImageTrend.
Eppley told the court ImageTrend — one of three widely used EMS patient-tracking systems — would allow a single, county-hosted deployment with separate departmental dashboards. "The patient information… will flow from the first responder who starts treatment, will flow into that chart," Eppley said, describing a single comprehensive patient record accessible to the county while preserving department-level authorship and access.
STRAC outlined the proposed pricing model: a membership fee (quoted as $3,000 per entity) and a per-run charge (quoted at $3.09 per run, with a 3% annual escalation). Under the county-umbrella proposal, Commissioners were shown an example calculation that combined a $21,000 entity base (seven $3,000 memberships) with estimated run charges that would total roughly $10,008.15 for the year in the presenter’s scenario.
Court members asked how deployment would affect current invoicing and department allocations. County staff and STRAC agreed to supply historic invoices and run-volume detail so budget staff can determine whether shifting the membership charge into the EMS budget (and reducing each department’s allocation) would generate net savings rather than simply reclassifying existing expenses.
STRAC also described optional device services: ruggedized iPads and cases as a turnkey option for smaller departments that lack IT support. Eppley said agencies that prefer to provide their own devices may do so, but STRAC could supply and maintain units for a rental fee. Commissioners tentatively supported the adoption and asked staff to coordinate contracting and timing so services could begin in early FY26 without duplicate payments during department contract cycles.
Next steps: STRAC will provide historical invoices and a per-agency run-volume breakdown for the court’s review; county purchasing staff and STRAC will coordinate transition timing and procurement to avoid overlapping vendor invoices.
