The Norcross City Council voted unanimously to repeal the city's 2009 downtown employee-parking ordinance (section 34-60), after councilmembers and staff debated whether to replace it with new time-limited parking rules.
Council discussion focused on clarity and enforcement. Several councilmembers said the item as advertised''s title did not clearly reflect the change under consideration; the council amended the agenda title to explicitly state the repeal of section 34-60 before voting. "If there's a zoning in my house currently and we are mailing out to surrounding properties," one councilmember said while asking for clarity on procedures; another observed the public may be confused when the agenda title does not match the action.
City Manager Perry and city staff emphasized the intent was to strike the old, unenforceable ordinance and instead work collaboratively with downtown merchants to identify practical, voluntary employee-parking solutions. "The hangers don't work. The stickers don't work," the city manager said when describing past enforcement challenges. Councilmembers directed staff to pursue merchant engagement and monitoring before considering new enforceable time limits.
The repeal was carried by unanimous voice/hand vote. Council also asked staff to return with recommended processes and to ensure future agenda titles accurately describe the action being considered.
