MASA presents nationwide emergency-transport membership; commissioners defer action until CareFlight renewal is resolved

Representatives from MASA presented voluntary emergency medical transport membership plans to the Hood County Commissioners Court and described how their product pays emergency-transport providers directly to eliminate members' out-of-pocket balances.

Jaren Floyd, representing MASA, said the organization is designed to "make sure that people have no out of pocket costs for any emergency transportation," explaining that MASA pays providers directly for ground and air ambulance transports across the United States and offers additional repatriation and travel benefits on higher tiers.

Why it matters: multiple presenters told commissioners that air-ambulance bills frequently create large out-of-pocket liabilities for patients and that a membership model can reduce or eliminate those costs for enrolled employees and eligible dependents. MASA emphasized an unlimited-provider network (payer model) that can pay any transporting provider nationwide, in contrast with some membership models tied to a specific provider's fleet.

Court response and next steps: commissioners asked about household coverage, participation thresholds (MASA said a participation requirement of 10 total enrollees, not per category), employer-paid baseline options and approximate employer cost (presenters estimated roughly $10'$12 per employee per month for baseline employer-paid coverage). Court staff noted CareFlight's renewal deadline (August 1) and provided background on the county's historical CareFlight participation. The court elected to take no action on MASA/CareFlight at this meeting and asked staff and vendors to return with clarified pricing and options.

The broker and MASA offered to send formal proposals and fleet/participation pricing to county staff for further review.
