Council Approves Irvine Company Disposition Agreement for Tustin Legacy Parcels After Traffic Review

The Tustin City Council voted 3–0 to approve staff’s recommendation to proceed with a disposition and development agreement with Tustin Legacy Acquisition LLC (Irvine Company) for parcels 2B, 2C and 8S at the Tustin Legacy development.
A nearby resident, Laura Kirstead, told the council she supported the project, saying she was "in support of this project" and welcomed proposed amenities including a park, a small dog park and a retail coffee shop.
Deputy Director of Real Property Ryan Swantek responded to written comments and questions from council and the public about traffic and access. Swantek said the city’s traffic engineer and the applicant’s traffic consultants evaluated circulation, trip generation, driveway entries and ingress/egress, and that the local streets in The Landing were designed to favor pedestrians. He described specific street-design measures intended to discourage cut-through traffic: 36-foot curb-to-curb street sections that allow parking on both sides, bulb-outs ("chokers") at corners, mid-block planters and multiple stop-controlled intersections. He added, "those streets are not for pass through traffic," and said the city would continue to monitor traffic as the project is built and consider additional measures if needed.
Several council members said they had reviewed the public comments and visited the area. Councilmember Fink noted the entitlements for the project had already been approved and emphasized that future traffic issues could be monitored and addressed during build-out. Councilmember Gallagher commended the Irvine Company for outreach to residents and reiterated that the way streets and access are configured limits options for re-locating the access point.
After a motion to adopt staff’s recommendation, the clerk recorded the roll call vote: Councilmember Fink, Councilmember Gallagher and Mayor Pro Tem Nielsen voted in favor and the motion passed 3–0.
The council’s action approves the staff-recommended next steps for the disposition and development agreement; staff and the developer will proceed with project implementation under those entitlements and with ongoing monitoring and traffic evaluation.
