Mayor Pro Tem Nelson presided over Item 9 after two council members recused themselves for real-property interests. The council voted to release a competitive offering for approximately 61 acres of city-owned property within Neighborhood G (Planning Areas 15A and 15C). Council discussion noted concern about whether the southern and northern portions of Neighborhood G should be considered together as part of a master plan; proponents said differing product types and transit-oriented development needs justify a bifurcated approach. The motion to release the offering carried in a recorded 3–0 vote (recused members did not vote).
Separately, Councilmember Schnell moved to approve plans and specifications and authorize advertisement for bids to renovate Field Number 3 at Tustin Sports Park. Council clarified the renovation is natural grass (not astroturf). The motion passed unanimously (5–0).
Both items advanced planning and procurement steps; staff indicated further return to council on specifics and selection processes as proposals are evaluated.
