The projects cover about 3.3 miles on 275th Street (from 115th Avenue East) and about 0.9 miles on 278th Avenue (from Highway 67 southwest). Roads staff said the contract was bid August 12 with six bids received and that the CDMI bid came in about $350,000 below the engineer’s estimate.
“I recommend awarding the contract to CDMI Concrete Contractors contingent on the unit prices in their bid,” said roads staff during the meeting. Staff explained the low result reflected greater competition — “we have two additional asphalt contractors now in the area” — and that local project pricing can be more favorable than federal‑aid projects.
Supervisors pressed staff about shoulder performance and long‑term pavement structure. Roads staff said some sections currently have only about 1 to 1½ inches of existing asphalt and that the resurfacing will place two lifts for roughly 2¼ inches of additional asphalt total, but that outside shoulders were not designed to carry repeated traffic. To reduce edge failures, staff said they plan to construct a flatter “safety edge” on the outside asphalt slope as part of the surface lift rather than widening ditches or acquiring right‑of‑way.
The recommendation was presented as contingent on verifying unit prices and standard contract review. The meeting transcript records discussion and questions but does not record a final board vote on the award during this session.
