City hears Navy Northanger fire recovery update; more than 2,000 addresses remediated

Spencer Costas, a project manager with Innovative Emergency Management (IEM), presented the Navy Northanger fire recovery update and thanked city staff, vendors and community stakeholders for their coordination.
Operation second chief Colin Cummings reported the response milestones, saying the team had completed "just under 2,100 individual address requests for the residential cleaning and inspection" and that "over 2,000 addresses have been remediated including schools, commercial buildings, multifamily homes, and single family homes." Cummings told the council the remaining addresses are primarily single-family homes in Columbus Square and Tustin Meadows and that the above-ground remediation phase was scheduled to be completed on 04/24/2025.
Cummings described debris removal and site work at the Navy Northanger location, reporting the Navy had assumed most responsibilities and that "Navy has surpassed 50% of the completion of the debris removal," with chambers 1–3 and 7–10 cleared. He said air monitoring and data collection continue around the Navy Northanger and that reports collected by environmental health agencies "do not show any releases or elevated risk of harm to the public." He directed residents with questions to the project call center and the project's email and website resources.
City staff thanked IEM for its engagement and the council acknowledged the long recovery timeline; one council member noted the effort has taken roughly 17 months since the fire began. The council did not take formal action on the update; it served as an informational briefing and reminder of outreach channels for affected residents.
