Tustin council approves code update for commission appointments after debate on district representation

The Tustin City Council adopted an ordinance to update the Tustin City Code concerning the commission appointment process after a short debate about district-based representation.
Councilmember Fink said the code update reflected statewide changes to election method and proposed an additional amendment to require at least one commissioner from each district on the Planning Commission, Community Services Commission and Public Arts Commission. Fink asked the city attorney to return with revised transitional language that would preserve current commissioners’ eligibility while ensuring geographic spread.
The motion to direct the city attorney to draft that revised ordinance received no second and therefore failed. Other councilmembers opposed imposing a district-based restriction on commission appointments, arguing Tustin is not large enough to support strict district allocations and that limiting eligibility could reduce the pool of qualified candidates.
The council then voted to adopt the ordinance as written by roll-call vote, 5–0.
Next steps: The ordinance will be implemented as adopted; the city attorney will not be directed to produce the additional district-based draft unless council reintroduces the proposal at a future meeting.
