Tustin honors three longtime volunteers and its retiring police chief

The Tustin City Council on Tuesday honored three long-serving members of the community and the city’s police chief.
Mayor Pro Tem Nielsen read a proclamation recognizing Donna Marsh Perry for 17 years on the Community Services Commission, citing her leadership on park improvements, public art projects and community events. Perry said she will continue volunteering through the Tustin Historical Society and Historic Preservation Week.
Councilmember Gallagher presented a proclamation for Planning Commissioner Steve Kozak, who reflected on decades of service helping shape projects including the transition of MCAS Tustin and preservation efforts in Old Town. Kozak thanked staff and fellow commissioners.
Councilmember Snell led a tribute to Chief Stu Greenberg, noting nearly four decades in law enforcement and roughly six years as chief of the Tustin Police Department. Councilmembers praised Greenberg’s community engagement — including department presence during the 2020 protests — and his hands-on leadership during incidents such as the hangar fire. Chief Greenberg thanked the department and community and said he expects day-to-day operations to continue smoothly after his departure.
The presentations closed the ceremonial portion of the meeting. No formal action was required for the proclamations.
