Council approves first reading of zoning code amendments to 'Streamline Tustin'

The Tustin City Council on first reading approved a package of code amendments aimed at simplifying permitting and clarification of zoning provisions under the 'Streamline Tustin' initiative.
George Maldonado, associate planner with Community Development, presented proposed amendments to Article 9 of the Tustin City Code intended to reduce entitlement timelines for conditional use permits (including certain alcoholic beverage licenses), eliminate the city's role in reviewing solar remediation projects, update the mural definition to explicitly include contemporary media (such as video), and correct typographical errors for consistency.
"This round of amendments proposes changes to Article 9, which is the land use section of the code," Maldonado said, adding that the Streamline Tustin program maintains a running list of potential process optimizations and staff applies priorities as situations arise.
Councilmembers welcomed the changes and discussed process improvements that extend beyond code edits — including digital permitting and performance standards for staff response times. After brief discussion, the council moved and approved first reading of Ordinance 1556 by a unanimous roll call vote.
Next steps: staff will return for a second reading and final adoption; councilmembers were encouraged to continue submitting items for the running Streamline Tustin list.
