Glenn Tillman, Hood County’s purchasing director, told the court that two firms — ITS and Freese and Nichols — submitted statements of qualifications and that both appeared highly qualified. After brief discussion Commissioner Wilson moved to award the contract to ITS, Commissioner Andrews seconded, and the motion carried 5‑0, with the award conditioned on reaching an agreeable contract.
