Hood County adopts master thoroughfare plan map to reserve future road corridors

Hood County commissioners adopted a master thoroughfare plan map Jan. 28, a 20–30-year planning document intended to reserve rights-of-way and guide future transportation improvements across the county.

Staff and consultants said the map does not obligate the county to fund specific projects but preserves corridors so the county can seek funding and protect future road alignments. "This plan does not identify or designate any funding for any of these projects at this time," a county planner told the court. He and other staff emphasized that the map will help secure right-of-way and improve safety and mobility as growth occurs.

Several Pecan Plantation residents and representatives spoke during the public hearing, raising concerns about private roads and potential costs to the gated community. The court and staff cited attorney general opinions and state law that generally prohibit using public funds for private roads; commissioners discussed classifying certain corridors as long-term priorities to avoid implying an immediate funding obligation by the county.

Commissioner Samuelson moved to adopt the master thoroughfare plan map with staff revisions clarifying the timing and priority for a corridor near Pecan Plantation; the motion passed unanimously. Commissioners said a full report will follow the map adoption and will include the funding, prioritization and safety analyses necessary to pursue grants and cooperating agency approvals.

What happens next: staff will finalize the thoroughfare plan report (including funding and priority clarifications) and present it to the court for follow-up action and grant-seeking efforts.
