Residents press Placentia council for Old Town EIFD support and street repairs

Rosalina Davis, who said she and her family have run Tlacapaca restaurant in Old Town for 60 years, asked the council to continue work on the EIFD and pursue grants or county assistance: "We're here hopeful that maybe pencils can be sharpened a little bit...we just really hope that somewhere we can really look at the budget and see if we can get creative," she said, adding that Old Town commercial streets "really need a lot of love." Davis also noted a new small business, Trader Dave's, and announced the Tamale Festival scheduled for Dec. 11, 2025.
John Beltran, a Shenandoah resident, told the council he had canvassed roughly 50 households about streets and asked for timelines and realistic commitments: "The condition of our streets are so bad, you know, it's essentially turned to gravel and it's not asphalt," he said, urging an update at the next meeting.
Council members responded by directing staff to agendize EIFD for further decision-making and to return with timelines, funding options and any applicable restrictions on developer-provided funds. The council did not make new funding commitments during public comment but acknowledged residents' concerns and requested staff follow-up.
