Colleges and schools outline growth at ATEP and Legacy as Measure J funds roll out

Anne Marie Gable (South Orange County Community College District) said the district controls about 61 acres at ATEP, has opened a culinary arts and auto/advanced-technology building and reported roughly 1,200 students on site this fall; she highlighted an Advantech North American office under construction and early-stage negotiations with Victory AI Academy and a tennis academy that may include dorms and international students. She noted the ground-lease model is anticipated for private, boarding-style partners.
Medhane Ephraim (executive director, facilities) highlighted site infrastructure work, demolition of former Navy buildings and future growth potential tied to partnerships with local employers.
Rancho Santiago Community College District representatives described the Orange County Sheriff's Regional Training Academy on Armstrong Avenue and a feasibility study for a 20,000-square-foot Public Safety Institute on ~3.25 undeveloped acres. The state chancellor's office approved center status, opening annual funding and matched-funding opportunities.
Tustin Unified officials said they are implementing Measure J, a $261,000,000 general-obligation bond dedicated to school modernizations and safety upgrades. Harold Solens (CFO) and Tom Rizzuti (facilities) said Measure J-funded work already began this summer with access-control and camera installations and that the district is planning a new district education center on a 7-acre parcel adjacent to Legacy Magnet Academy.
Council members pressed on timelines, safe routes to schools and how incoming housing growth will affect school capacity. District officials said enrollment pressures and programmatic needs are being studied and that coordination with city infrastructure projects will continue.
The presentations were received; council did not make formal motions tonight.
