Tustin lays out near-term Tustin Legacy buildout: housing, park, bridge and 100 acres to market

City staff presented an overview of development activity at Tustin Legacy, highlighting completed amenities, active infrastructure and near-term offerings the city expects to move to market.
Ken (city staff) said the city has "about a 100 acres out on the market right now between Cornerstone 2 ... Flight 2 ... and D South," and outlined current active projects: a major grading and deep-utility buildout in Neighborhood D South that will enable a senior development and future phases of Tustin Legacy Park; an Armstrong Avenue pedestrian-bridge project expected to go to construction in early 2026; and the park's next phase, a roughly five-acre ecological-zone park slated to bid in early 2026.
Staff described a senior development with Confluent Development that would deliver roughly 170 active-adult units on a six-acre site, with 15% designated as lower-income units, and a commercial assisted-living/memory-care component operated by Clearwater.
Ken also briefed the council on a council-approved project with the Irvine Company: "just over 1,300 apartment units" with 25% designated for lower-income households; staff said the project will include public paseos and a public park element and is anticipated to close escrow in early 2026 with construction to follow.
The city noted an offering for Cornerstone 2 (about 52 acres) expected to draw retail-led proposals and said other offerings (21 acres in Neighborhood E, 24 acres in Neighborhood D South) are anticipated later in the year. Staff said slides from tonight's presentations will be posted on the city's website and that an open house would allow attendees to meet presenters and ask detailed questions.
No formal council votes were taken; the item was received for information and the city will continue outreach and negotiations with prospective developers.
