Tustin council honors Community Development Director Justina Wilcomb on retirement

Council members described Wilcomb as a driving force behind major planning efforts in Tustin, mentioning her involvement with Tustin Ranch, Tustin Legacy and the Red Hill Avenue specific plan. The mayor read a proclamation saying Wilcomb rose through planning ranks to become community development director and credited her with leading the Streamlined Tustin initiative, which the proclamation said modernized city processes and improved transparency for residents and businesses.
Mayor Pro Tem Nielsen, Councilmember Gallagher and others offered personal remarks about Wilcomb's mentorship and leadership. Wilcomb told the council she was ‘‘filled with immense gratitude’’ for the opportunity to serve and thanked city staff and colleagues. Her remarks noted a 27-year tenure with the city and appreciation for the council's support.
The recognition concluded with applause from the audience and brief staff and council comments about upcoming transitions. The council did not take formal policy action tied to the proclamation; the open meeting proceeded to public input and other agenda items.
