Placentia approves $533,305 CDBG allocation for housing rehab, façade and pedestrian improvements

The Placentia City Council approved the proposed programs and activities to be submitted to the County for Community Development Block Grant (CDBG) funding for fiscal year 2025–26 during its March 18 meeting.

Staff presented the anticipated allocation of $533,305 and proposed distribution: $52,500 to the housing rehabilitation grant program; $176,679 for façade improvement; $180,778 for pedestrian accessibility improvements (sidewalks, curbs and gutters to improve ADA accessibility); and $88,106 for Neighborhood Services staff salaries, Senior Center operations and grant administration (SEG 1113–1128). A councilmember asked whether CDBG could be used for roads; staff and the presenter clarified that CDBG is restricted to HUD national objectives—programs that eliminate blight or benefit low‑ and moderate‑income residents—and is generally geared toward pedestrian and accessibility projects rather than general roadway pavement repair (SEG 1133–1150).

There was no public comment on this item and the council approved the submission by roll call vote (motion moved SEG 1163; adoption recorded SEG 1163–1177). The staff presenter said they are available for follow‑up questions and would implement the application consistent with the county consolidated plan and HUD requirements.

Next steps: staff will submit the CDBG application to the County of Orange per program schedule and manage awards and any required subrecipient agreements; allocations may be adjusted if the county changes the final grant amount.
