Finance Director Jennifer Lantman told the council the city currently pays approximately $71,000 annually in credit‑card processing fees across platforms and recommended a 2.5% processing fee (with payers able to choose ACH or check to avoid the charge). Staff also described lower, differentiated appeal fees for short‑term rental permit revocation appeals (figures in the staff report appear as 473 and 603), additional building inspection fees, new address‑issuance fees (with higher charges for complex requests), and proposed fees for police range rental tied to market rates.
Staff recommended expanding the allowable use of an existing technology impact fee—created by Resolution 2009‑105—to citywide technology needs beyond development services and public works, citing digitization and ongoing software projects. A member of the public asked for more explanation of the technology fee origin and use during the public hearing.
Council adopted the schedule by motion; the record shows the item passed with three affirmative votes and two members not voting. Staff indicated the fee schedule would take effect July 1, 2025, as presented.
