The Placentia City Council voted 4–1 on April 1 to adopt staff's recommended Funding Scenario 2 for the FY25–26 Streets Project, reallocating Measure U funds to expand street-preservation work in Priority Area 3.
Staff presented two funding scenarios: Scenario 1 used external sources only (SB1, gas tax, Measure M) and provided about $2.6 million construction budget to treat roughly 350,000 square feet of streets; Scenario 2 added $2.3 million in local Measure U funds (total construction budget about $5.0 million) to fund more preventative maintenance (about 400,000 square feet) plus an estimated 650,000 square feet of pavement rehabilitation, with staff estimating construction costs around $4.3 million under the second scenario.
After Q&A about tradeoffs and unfunded projects (facility repairs and building maintenance that would be deferred under Scenario 2), Councilmember Blanca Yamaguchi voted no. The mayor and three other members voted yes, and the motion carried 4–1.
What’s next: Staff will incorporate Scenario 2 into the FY25–26 CIP budget and return with project schedules and outreach to affected neighborhoods.
