Applicants would be required to submit applications at least 60 days before an event and execute indemnification and liability insurance per the city's risk manager.
Staff said the change was intended to streamline processes for recurring events, reduce routine requests for council action (such as alcohol ordinance waivers), and codify permitting steps (now in chapter 14.18). The ordinance also rescinds the prior parade chapter and retains council authority to waive fees or set additional permit conditions when events require substantial city resources.
Council closed the public hearing and authorized the city administrator to execute documents in a form approved by the city attorney; the roll call recorded unanimous support among members present.
