San Juan Capistrano — The City Council unanimously approved a construction contract on Sept. 16 for the Alipaz Street Rehabilitation Project (CIP), awarding the work to Hardy & Harper and authorizing associated change orders and fund transfers needed to complete the scope.
Scope and schedule: The project includes pavement rehabilitation on Alipaz Street (between Camino Del Avion and Del Obispo), a new high‑visibility crosswalk at Camino Del Avion, ADA‑compliant ramps, new median landscaping with drought‑tolerant plantings, sidewalks and street lighting on the west side, and trolley stop improvements. Staff showed renderings of before‑and‑after improvements and estimated construction would start in October with completion in January 2026.
Budget and procurement: Jeremy Honebaum, director of environmental and engineering services, reported the low bid from Hardy & Harper at just over $2 million and asked the council to appropriate an additional $315,764 from the General Fund to address a shortfall in the construction budget and to increase design contract authority by $95,000 for related arterial design work. Council voted unanimously to award the contract and approve the appropriations.
Why it matters: The work advances the city's seven‑year capital improvement program to rehabilitate arterial and collector streets and includes pedestrian safety improvements and ADA compliance measures at a busy corridor of the downtown area.
