Council approves SJC 250 banner program using sponsor funds and Mission—ommitment

The City Council unanimously approved a volunteer-driven banner program Sept. 2 to mark the city nd Mission'50th anniversary, authorizing use of historic downtown and mission-style light poles and accepting private sponsorships to cover production and installation costs.
The clerk read that the program would use 54 light poles in historic downtown and approximately 150 mission-style poles across the city. The presenter said the program would be funded by third-party donations with a major underwriting commitment from Mission San Juan Capistrano ($20,000 committed in the presentation). Pricing for sponsorships was set at $500 per banner and the minimum number of banners to be installed would be at least 100; additional banners could be added if the community raised more funds.
Design and sponsorship questions were raised during council Q&A. Councilmember Hart and others asked how much sponsor logo space would be allowed and whether banners would become an excessive commercial presence. The presenter said sponsor artwork would be constrained to a vinyl sleeve on the lower portion of the banner and that mission-sponsored banners (49 large downtown banners) would not display advertising. City staff and a city-approved vendor explained that bracket hardware is engineered for the banner size and that the vendor would handle maintenance and replacement if banners are damaged.
The city attorney advised the council that allowing private speech on city-owned rights of way raises speech-implication issues and that the council could set limits by policy. A public commenter on the SJC 250 committee urged council support, saying the program will raise funds and fuel events beginning in October and running through the next November.
Council motioned to authorize installation in early 2026 with removal by November 2026 and to allow the SJC 250 committee to cover installation and removal costs; the motion passed unanimously.
