Nichols proposed a base fee of $40,000 plus a per‑nameplate‑megawatt charge in the $75–$100/MW range to pay for public meeting facility rentals, audiovisual streaming, third‑party technical reviews, legal review, training and other costs that may arise during a multiyear permitting process. Using the Duane Arnold Energy Center as an example (640 MW nameplate), Nichols presented hypothetical totals: $88,000 at $75/MW and $104,000 at $100/MW.
Supervisors voiced support for the higher rate, citing the multi‑year timeline and the need to cover staffing, consulting and meeting costs. Nichols said he would draft a resolution amending the county’s zoning fee schedule to set the EU‑2 rezoning fee at a $40,000 base plus $100 per megawatt and place that resolution on next week’s consent agenda for formal adoption.
