San Juan Capistrano Key formal actions taken June 17, 2025 (voice votes unless noted):
- Initiate litigation (executive session): Motion to initiate litigation against the California Energy Commission regarding the Compass energy storage project application. Motion made by Mayor Pro Tem John Campbell and seconded by Council member Sergio Frias; vote: 5-0 to initiate litigation.
- Landscape maintenance district assessments (Item D2): Council approved staff-recommended annual assessments for several landscape maintenance districts; no public testimony and the motion passed (Aye).
- Contract awards (Item F2A): Council approved staff recommendations to award citywide landscape maintenance to BrightView (1-year base with five 1-year options) and infield maintenance to Professional Sports Field Maintenance (PSFM; 3-year base with three 1-year options). Vote unanimous.
- FY 2025-26 budget (Item F3A): Council adopted the FY 2025-26 operating and capital budget, updated 7-year CIP and set a 50% general fund reserve target. Vote unanimous. Staff will apply a projected $2.6 million surplus toward capital priorities.
- CAL FIRE fire hazard severity zone maps (Item D1): Council opened public hearing, heard staff and public comment, and voted to continue the ordinance introduction to a date certain (July 15, 2025) to allow staff to obtain additional technical clarifications from CAL FIRE.
- Other routine items: Consent calendars for the city, Housing Authority and Successor Agency were approved unanimously; a previously announced item (F1A Ecology Center license agreement) was pulled for a future meeting; the council expanded a $20,000 historic depiction allocation to allow trolley rental costs for mission anniversary events and approved that use unanimously.
