Linn County human services plans fall budget amendment, readies winter shelter RFP

David Thielen, identified in the agenda as LCCS executive director, told the Linn County Board of Supervisors on Sept. 23 that staff are preparing a fall amendment to cover several late contracts and carry‑forward projects across early childhood, home health and detention programs. "We'll be doing a fall amendment just because of all of the late contracts," he said.
Thielen described close tracking of general assistance (GA) spending this fiscal year and said staff will use short, targeted "blackout periods where they don't accept new applications" if spending runs ahead. He framed the practice as a way to prevent depleting GA mid‑year and preserve aid for the full fiscal cycle.
On facilities, Thielen said staff moved into a new office and reported renovation work is slightly behind schedule but expected to be completed by the planned service start. He confirmed an RFP for winter weather shelter services went out the prior week and said the county expects providers to be in place by Nov. 15.
Thielen also briefed supervisors on administrative transitions at the East Central Region administrative services organization (DAP), noting initial challenges and near‑complete hiring after retirements, and outlined upcoming security upgrades at juvenile detention including additional cameras, server upgrades and a new courtyard fence.
The director closed by summarizing a recent Ryan White site visit with minor corrective recommendations and meetings with the access center and the ASO’s leadership during a housing conference.
The board asked several clarifying questions during and after the report; Thielen confirmed Aaron Todd is the ASO CFO and thanked staff Erin for a separate legislative update earlier in the month. The board took no separate action on the LCCS brief.
