Placentia approves Street Lighting District 81‑1 assessments; city covers remaining shortfall

At the June 17 meeting the Placentia City Council adopted the engineer's report and levied assessments for Street Lighting District 81‑1 for fiscal year 2025–26.
City staff explained the district, formed in 1981, includes about 3,600 properties and funds roughly 814 streetlights. For the coming fiscal year staff showed projected revenues of about $197,000; assessments collected directly total roughly $136,000 and the city subsidizes the remaining approximately $61,000 from the general fund. Staff noted recent LED upgrades trimmed electricity costs by roughly $8,000 annually.
No protests were filed and staff recommended adoption of the resolution. The council adopted the levy by roll call vote 4–0 with one not voting (Mayor Pro Tem Ivanka excused). Council discussed that rates cannot be increased without a property‑owner vote under Proposition 218 and that the district has carried a structural deficit for several years.
