During the consent-calendar portion of the July 15 meeting, one councilmember pulled an item related to an agreement with Higher Ground Youth and Family Services and recused themself due to a preexisting relationship with the applicant.
After the recusal, Councilmember Ivanka (speaker 16) moved to authorize the city manager to execute the agreement after staff completes a final review; another councilmember seconded. The motion was intended to allow additional review and avoid approving the contract that night while respecting the recusal. The council approved the remaining consent items and the authorization with a recorded vote showing four yes votes and one recusal on the pulled item.
Separately, the Placentia Community Chorus request for an event-fee waiver (rehearsal reservations) was discussed earlier in public comment and later taken up as a consent item; council approved the waiver unanimously.
Councilmembers and staff stated they will continue careful review of the Higher Ground agreement and ensure all final details comply with city procurement and conflict-of-interest rules before execution.
