Placentia council adopts Landscape Maintenance District 921 levy for 2025–26

The Placentia City Council on June 17 adopted the annual engineer's report and ordered the levy of assessments for Landscape Maintenance District 921 for fiscal year 2025–26.
Chris Taneo, city staff, said the district—formed in 1992 and covering about 2,400 parcels—funds landscape maintenance and neighborhood improvements. For 2025–26 staff proposed revenues of $457,000 to cover $440,000 in expenditures. Taneo noted the district’s maximum assessment rate has remained unchanged since formation and that the district is exempt from Proposition 218 procedures because it was formed before 1996. No protests were received prior to the hearing.
Councilmember Yamaguchi asked how increases would be processed; staff replied that any increase would require property owner vote under Proposition 218. Staff and council discussed that the general fund currently subsidizes some landscape maintenance because assessments have not escalated with inflation.
A motion to adopt the staff recommendations passed by roll call 4–0 with one not voting (Mayor Pro Tem Ivanka excused). Council directed staff to return with options to address structural funding gaps at a future study session.
