Residents urge Placentia to pause new short‑term rental permits as council readies policy options

Several Placentia residents urged the City Council on June 17 to halt new short‑term rental permits while council and staff study enforcement and neighborhood impacts.
Tracy Minor, a resident who said she has lived in the city for more than 15 years, told the council her street of about 30 houses already contains one short‑term rental and another is about to appear: “It is getting a little bit out of hand … I really wanna call, see if we can get a moratorium on issuing any new permits.” Minor said neighbors had not been notified and that frequent turnover could disrupt families and children who play in the street.
Paul Chappelle, who identified himself as a neighbor, said conversions from owner‑occupied homes to short‑term rentals reduce family occupancy and could depress school enrollment. “These are not, you know, family homes anymore,” he said, noting his wife is a teacher and that enrollment numbers matter for staffing at local elementary schools.
The city clerk read a written comment from Bill and Debbie Gartrell of Stanley Avenue urging Placentia to place a moratorium or ban on new short‑term rentals, saying their neighborhood does not want to become “an extension of the Anaheim Entertainment District.”
Councilmember Mary Yamaguchi told residents the council has already directed staff to bring back policy options. She said staff is testing technology to detect non‑registered short‑term rental listings and that legal review is underway: “We’ve already given direction to staff to bring back policy options.”
No formal action was taken at the meeting. Councilmembers and staff said the issue will return to the council in a future meeting with proposed code changes and enforcement details.
