Council Member Casimir Gutierrez requested that staff start coordination with the Local Agency Formation Commission (LAFCO) and Orange County to evaluate annexing remaining unincorporated county 'islands' into the City of Orange.
Gutierrez noted the annexation goal appears in the 2025–2030 citywide strategic plan and asked staff to bring back financial components, timelines and potential county contributions for areas such as El Medina and Orange Park Acres. "I would like to get accurate data," she said, noting earlier work used out-of-date (2016–17) data and indicating the process could take two to three years.
Council members discussed outreach methods — mailers, community presentations and LAFCO-led neighborhood meetings — and whether to survey property owners directly. Council member Dimitrio urged that any annexation analysis include all county islands and requested property-owner data, not just acreage, to measure support.
The city manager said preliminary numbers have already been gathered and staff will return with financial estimates and next steps. No formal annexation action was taken; the council provided direction to begin exploratory work and to coordinate with county supervisors and LAFCO.
