City staff updated the council on the parking enforcement program contracted to SB Plus.
Chief Adams said SB Plus was fully staffed and trained on January 27 and that the team conducted an initial warning period before counting tickets. He reported that since October the contractor has issued 6,847 street‑sweeping citations; the city wrote 9,870 citations total in the prior year. Chief Adams said the revenues should exceed projections and help cover program costs. He clarified that citations include payment instructions and an appeal process that first goes to the contractor and then to city staff, and noted some appeals had been upheld and some overturned.
Council members sought details on where to pay citations, how holidays would be handled (staff said no enforcement on holidays and will return with a resolution to formalize the list), and whether SB Plus staff can be repurposed for other timed or permit parking enforcement when sweepers are not operating. Chief Adams said SB Plus has four officers plus a supervisor (five total) with the initial focus on street sweeping enforcement and that contract amendments would be required to shift duties for paid or mobile parking enforcement.
Council members thanked staff for the update and asked for periodic status checks on enforcement levels and revenue.
