The City of Orange approved a three‑year agreement on April 8 with Orange International Street Fair (OISF) to produce Treats in the Streets, the downtown family‑oriented Halloween event. Under the agreement OISF will produce and fund the event beginning this year through 2028, reimburse the city for plaza and event‑related costs, and coordinate with merchants and staff on operational details and permitted activities. City staff noted measures to keep the event family‑friendly, including prohibiting realistic weapon props and violent costume elements that could be mistaken for real items.
Council members thanked OISF and community volunteers for stepping forward to preserve a longstanding tradition amid city budget constraints. The motion passed with six yes votes and one abstention by Council Member Barrios.
