Council approves permit-parking expansion after residents urge broader coverage; staff clarifies map attachments

Several residents testified in favor of including additional adjacent streets because they foresee spillover parking migrating to nearby blocks; speakers noted petitions, occupancy studies meeting the 75% threshold, public-safety concerns and nighttime loitering. Joel Casara and Jovan Rangel urged the council to include as many neighborhood streets as feasible and described observed spillover and safety issues; others asked how neighboring county areas affect permit coverage.
Council members asked staff to clarify the packet maps and attachments that show which streets correspond to each option. After discussion and clarification from staff, Council Member Barrios moved and Council Member Gutierrez seconded approval; the motion passed unanimously.
Next steps: staff will implement the approved permit-parking activation per the resolution, notify affected residents, and monitor spillover claims for the one-year spillover provision that allows adjacent streets to petition for inclusion without an additional fee.
