Council runs public lottery to pick organizations for safe-and-sane fireworks permits

The City of Orange conducted a public, random selection May 13 to determine which qualified organizations will proceed to the permit phase for safe-and-sane fireworks sales this year.
Staff said 32 applications were received between March 3 and March 31; 26 applicants met qualification criteria. Resolution 11,597 limits a maximum of 12 permits, four of which are reserved for specific high-school organizations; when Richland Continuation High School withdrew the opportunity, staff increased the lottery pool by one. Council members each reached into a staff-provided bucket and drew numbers at random; city staff identified the organization associated with each number aloud and recorded the nine selected to proceed and six alternates for the eligibility list.
Staff emphasized the process was intended to spread opportunity across different organizations without favoring a single entity; the council congratulated those selected and noted staff will contact chosen organizations to begin the permit phase.
Organizations chosen to proceed (read aloud during the drawing) included: The HUB OC, Journey to Hope Ministries, Carter Drenner Calms Foundation, St. Paul's Lutheran Church and School, Spirit and Truth Worship Center, Salem Lutheran Church and School, Orange Plaza Rotary Club, North Sunrise Lisonbee League, and Fletcher Elementary PTSA. Alternates drawn for the eligibility list included HUB for Integration, Reentry and Employment, Olive Pony Baseball, American Legion Post 132, House of Mercy, Scepter Chapter No. 163, and Orange International Street Fair.
Next steps: Staff will contact the selected organizations to begin the permit application and compliance process. The lottery result will be used to issue up to nine permits and to contact alternates if selected organizations cannot obtain permits.
