Votes at a glance: key City of Orange council actions, Sept. 9, 2025

At its Sept. 9 meeting the City Council took the following formal actions:

- Ordinance No. 13-25 (item 3.9): Second reading and adoption to amend Title 17 to allow alcohol service in certain restaurant uses — Approved 6–1 (Council Member Demetriou voted no). Motion by Council Member Barrios, second by Council Member Tavares.

- Resolution No. 11,631 (item 3.1): Pledge to become a Clean California community — Approved unanimously.

- Resolution No. 11,634 (item 5.1): Resolution opposing Proposition 50 — Approved 4–3 (Council Members Barrios, Gutierrez and Mayor Slater voted no). Motion by Mayor Pro Tem Bilodeau, second by Council Member Gillinghammer; a substitute motion to table failed.

- Prologis warehouse project (public hearing, item 8.1): Approval of entitlements for a 213,572-sq.-ft. warehouse with conditions (EIR addendum) — Approved unanimously. Motion by Council Member Tavares, second by Council Member Barrios.

- Fee study (item 9.3): Presentation of draft cost allocation and user-fee proposals; no fee adoption at this meeting. Council directed staff to return with a standalone study session and phased options.

- Ordinance No. 14-25 (item 8.2): Introduction/first reading to establish farmworker/employee housing as a permitted use consistent with the Employee Housing Act and a CEQA exemption — Introduced and first reading conducted; approved unanimously.

- Item 9.2 (reorganization of Community Development and IT positions): Approved unanimously (motion by Mayor Pro Tem Bilodeau; second by Council Member Gillinghammer).

- Ordinance No. 15-25 (park permit code correction): Introduced (first reading) and approved to proceed to second reading unanimously.
