Board approves third FY2025 budget amendment; public commenter links service cut to a resident's death

The line items presented included a $660,835 increase for emergency management (supplies, GM payment, building repair, and a full-time salary adjustment), health-department increases for fuel, postage, legal services, vehicle repairs and lab testing, zoning increases (one item $3,750 and another $2,153 offset by reimbursement), a $15,221 increase for the recorder's office health insurance, and roadway construction/capital project adjustments including $64,701 for a nature-center project (staff said that amount is expected to be reimbursed by donations) and $2,250 for a health-insurance reimbursement.
Chair opened a public-comment period following the hearing. Dr. Jennifer Jolley, who identified herself as a licensed mental-health counselor and said she runs Turning Point, told the board she had assisted a resident, "Miss Claudette," who she said lost elderly-care services and later died. "One life is one too many in this," Jolley said, calling on supervisors to consider the human impact of funding decisions.
Board members then moved through multiple administrative resolutions and personnel items (see separate roundup). The third budget amendment motion carried after a voice vote.
Next steps: approved budget changes will be reflected in county accounts for the fiscal year ending June 30, 2025; commissioners did not specify additional earmarks in response to Dr. Jolley's comment and did not take immediate action on elder-care funding during the meeting.
