Madison County approves Quilted Village Plat 1 final plat for five-lot subdivision

The Madison County Board of Supervisors voted to approve the final plat for Quilted Village Plat 1, a proposed five-lot subdivision of a 20.32-acre agricultural parcel.

Ryan, the county planning staff member, told the board the parcel’s current zoning is agricultural and staff determined the proposed final plat met Madison County zoning and subdivision regulations. He said the parcel is not in the 1% annual FEMA floodplain and that staff calculated a CSR2 value of 83.95 for the tract, and that access for all five lots will be provided by a private road that the property owners will maintain.

The final-plat recommendation followed prior action by the zoning commission: the preliminary plat passed 3–2 and the final plat received the commission’s recommendation to forward approval. Developer and property owner Daniel DeWille was present; civil engineer Jeff Gaddis answered technical questions about road access and septic design. Gaddis said septic designs will be completed per lot and that some systems may be sand-filter type depending on site-specific soils.

Supporters at the hearing, including property owner AJ Noyle, told the board they had worked with staff and intended the development to follow the comprehensive plan’s rural-residential designation. Supervisors asked clarifying questions about private-road responsibility and septic limitations; staff confirmed the county engineer reviewed the private-road cost estimate and found it reasonable for the type of work proposed.

The board approved the resolution to accept the final plat by voice vote.
