Madison County’s Board of Supervisors approved multiple secondary‑roads contracts and joined a new state permitting program during its June meeting. Secondary roads engineer Mike Hackett told the board the Pitcher Road bridge letting produced three bids; the low bidder, Kramer and Associates, submitted $1,669,266.75 and the board voted to award that contract. Hackett said no local property tax will fund the project; state and federal grant dollars will cover the work.
The board also approved a PCC paving project contract (listed in the agenda as $1,660,632.12 to Man Ganats Inc.) and accepted the county’s portion of a multi‑county HSIP swap paving project administered by Dallas County. Hackett said Madison County’s portion of that HSIP project is $465,408.57, with roughly $310,000 coming from HSIP funds, and noted the overall project came in under estimate.
Separately, staff described the Iowa DOT’s new all‑systems permit, which allows CDL drivers to file a single state permit to travel on participating counties’ paved routes rather than applying to each county. Cole Kearns said counties must still enforce bridge weight limits and that the permit does not override structural restrictions. The board voted to approve participation in the All Systems Permit program so the county can accept state‑filed permits and receive related compensation for permit processing.
Supervisors said they appreciated the federal and state funding packages that obviated local tax impacts for these projects and noted they will continue to monitor road and bridge conditions as heavier truck movements become a recurring policy discussion.
