Board gets update on Highlands charter audit; staff sets Sept. 26 reply deadline and Nov. 4 determination date

District staff and legal counsel briefed the Twin Rivers Unified Board on follow-up actions stemming from the JLAC audit of Highlands Community Charter and Technical Schools and outlined the district timeline for oversight decisions.
Attorney Bill Schutz and staff summarized notices of violation that include unapproved grade-level and location changes, a missing 23–24 audit report, credential misassignments, failures to track instructional minutes and alleged breaches of an exclusive partnership agreement. Bill Schutz said the district issued an initial notice of concern Aug. 15 and awaited responses; staff set Sept. 26 as the deadline for the charters to submit evidence to remedy or refute the allegations.
Schutz described the two processes the district is running concurrently: a material-revision review to address grade and location changes (which requires board action to accept or deny a proposed material revision) and a separate notice-of-violation/revocation timeline. He said staff will present findings and a recommendation to the board on Nov. 4; if the board advances revocation, a public hearing would follow within 30 days.
Trustees asked whether the absence of the audited financial report would affect timing. Staff replied the audit is one of the notices of violation but that material revisions for grade- and location-change remedies are governed by a different statutory cadence. "The timelines aren't set like a renewal where it's set by statute," counsel said, describing material revisions as a separate process from renewal.
Next steps: charters' replies due Sept. 26; staff findings and a board determination are scheduled for Nov. 4, followed by any required public hearing under statute.
