Twin Rivers board elects Christine Jefferson president; approves police association agreement and several personnel waivers

Christine Jefferson was elected president of the Twin Rivers Unified School District Board of Trustees at the board’s June 20 meeting, replacing the outgoing president after a roll-call vote following nominations and brief discussion.
Trustees nominated and elected officers in sequence. Following nominations and acceptance, the board voted to seat Christine Jefferson as president, Rebecca Sandoval as vice president and Sasha Voigt as clerk. Jefferson thanked her colleagues after the vote, saying, “Thank you.” Trustees who supported the nominations praised the nominees’ experience and community involvement.
The board approved a number of routine and personnel items. Trustees voted to approve personnel recommendations after staff presentations and questions. The consent agenda was approved with one item (Item 21) pulled for separate consideration.
Item 21, a Single Plan for Student Achievement (SPSA) tied to Title I allocations for a school site, was discussed separately. District staff explained that Title I funds allocated in a school’s SPSA would not be available until the board approved the plan; if a compliance discrepancy were found through a formal complaint process, corrective actions and budget transfers could follow. After discussion the board approved Item 21, allowing the school to access Title I allocations tied to that plan.
In a public hearing the board approved a tentative two-year agreement with the Twin Rivers School Police Association, including public-disclosure certification of the agreement. The district negotiation lead thanked the school-police association negotiation team for collaborative sessions that produced the agreement.
On staffing and credentialing, the board adopted a declaration of need to allow employment of educators who may not yet hold a required supplemental authorization (for example, an English-learner authorization) but who hold an underlying credential, and approved an intent-to-employ waiver for two coordinators of health and wellness to provide time for them to obtain administrative credentials.
