District leaders spent more than an hour reviewing the governor's January budget proposal and what it would mean for Twin Rivers' multi-year projections.
Ryan (district finance lead) framed the presentation by walking trustees through Proposition 98, the Local Control Funding Formula (LCFF) mechanics and the budget's mix of ongoing versus one-time funds. He said the governor's proposal "fully funded COLA" while noting much of the extra funding is one-time money that should not be relied on for ongoing expenses. He cautioned trustees that onetime revenues require onetime uses to avoid future structural shortfalls.
Kate (district finance staff) presented district-specific implications, including projected per-ADA funding by grade, the effect of Universal Transitional Kindergarten (UTK) expansion on TK counts and the district's recent enrollment growth (the presentation used the October CBEDS enrollment update). She summarized multi-year budget drivers: step-and-column salary costs, employer pension contributions (CalSTRS/CalPERS), expiration of COVID and other federal one-time funds, and projected additional costs for services currently funded by one-time grants. Kate noted a projected reduction of about $700,000 in LCFF funding for 2025-26 compared with earlier district projections due to the revised COLA estimate.
Trustees asked detailed questions about enrollment projections, the timeline for the May Revision, and construction-cost pressures tied to tariffs and insurance increases after regional disasters. The superintendent and finance team committed to updated multi-year projections at second interim and to continuing community and board engagement as the May revision and final state budget are adopted.
Next steps: the district will present second interim budget numbers and refined multiyear projections at an upcoming meeting and provide further updates after the governor's May revision.
