Carrie from Human Resources presented options to streamline FMLA and other leave tracking at the June 10 meeting, arguing that outsourcing some functions would reduce administrative risk and avoid hiring a new FTE. She described ADP's Talent/Total Absence Management (TAM) proposal at "$4 per employee per month" and a $5,000 implementation fee; she estimated the total cost at about $9,000 per year and roughly $14,000 in the first year including implementation.
She also proposed purchasing salary-comparison data from Salary.com as a less expensive alternative to a comprehensive salary study; one-year access was quoted at roughly $6,300 while a three-year contract would run about $5,000 per year.
Commissioners asked whether current practices had violated law or regulation; Carrie said she was not aware of legal violations but that response times occasionally slipped and that the county is at capacity for recruiting and managing related paperwork. One commissioner praised the approach as more cost-effective than adding an FTE.
County staff will evaluate whether the proposed contracts should be added to the budget for FY 2026.
