Board approves lease-leaseback agreements for four elementary modernization projects

The Moreno Valley Unified School District Board unanimously approved multiple lease-leaseback agreements authorizing modernization work at four elementary school sites.
Chief Business Official Susanna Lopez explained the structure of the agreements: each package contains a pre-construction services contract, a site lease, a leaseback agreement and a construction services agreement. The board approved Resolution 2025-26-04 for Creekside and Sunny Meadows and Resolution 2025-26-05 for Box Springs and Sugar Hill; both projects were awarded to West Coast Air.
Lopez said the next steps are to negotiate and bring back guaranteed maximum price (GMP) proposals to the board for approval and noted that some projects will proceed in multiple phases to align with state funding timelines.
“These lease-leaseback agreements include preconstruction and construction services and will allow us to move forward with modernizations while managing state timeline requirements,” Lopez said.
Board members acknowledged the breadth of ongoing capital work across the district and asked staff to return with GMP details and phasing schedules when available. The vote to approve both resolutions was unanimous.
What’s next: Staff will work with the contractor team to finalize GMPs and return to the board for cost and phasing approvals.
