Moreno Valley board approves 10 tentative agreements with teachers’ union

The Moreno Valley Unified School District Board of Education voted unanimously on June 17 to approve 10 tentative agreement articles negotiated with the Moreno Valley Educators Association (MVEA).

District staff described the package as the formal board step to incorporate bargaining table agreements into the contract. Doctor Verdi summarized the articles as spanning duration and termination, benefits (including a one‑time benefits credit), calendar revisions, salary adjustments, hours and assignments, a strengthened teacher safety article, class‑size language, evaluation procedures, leaves of absence, and induction and peer assistance programs. Verdi said most contract language will remain in force through 2027 while automatic "reopeners" continue to be negotiated annually.

Board members cast four votes in favor with two trustees absent. Trustee Brandy Clark moved to approve the agreements and President Sammy Luna called the roll, which recorded 'Aye' votes from Rhodes Williams, Joanna Leiva, Brandy Clark and President Luna.

Public commenters expressed mixed views. Roy Bleckert raised questions about transparency and the broader fiscal context in which raises take place, telling the board those steps should be tied to measurable increases in productivity.

The board’s approval incorporates a one‑time off‑schedule payment referenced in staff remarks and expands the district’s safety provisions for certificated staff, which district negotiators said were updated to align with neighboring districts’ CBAs. Staff cautioned that some components signed at the table earlier in the year required board ratification to be permanently reflected in the contract.

Next steps: the agreements will be incorporated into formal contract documents and implemented consistent with the terms presented to the board.
