Board approves outside counsel amid public pushback; approves appraisals, hires and facility work

Madison County supervisors voted on a series of administrative measures on July 22, including retaining outside counsel after public criticism and approving routine personnel and facilities actions.
The board approved an engagement letter with the law firm Bell & McCormick for legal services. Michael Bull, an attorney with Bell & McCormick, introduced the firm and its capacity to provide civil litigation, transactional and local government advice. Several public speakers urged the board to use its elected county attorney rather than hire outside counsel. Carol Freeman said the county should "work with the counsel we already have" and not spend additional taxpayer funds; another commenter raised handbook and payroll concerns and questioned use of county funds for litigation related to board members. Despite the objections, the motion to retain Bell & McCormick carried with at least one recorded nay.
The board also approved a $2,000 work agreement with Rally Appraisal, LLC to appraise the Public Health Building in advance of an intended auction, with the auction to begin at the appraised value per county policy. Other administrative approvals recorded on the consent calendar included hiring Seabeck as a part‑time EMT effective Aug. 16, wage adjustments for county employees, setting an application deadline (Sept. 2) and appointment date (Sept. 9) for a Planning & Development Board vacancy, and awarding a contract to RCNP Reconstruction Preservation ($53,601.60) to replace automatic sliding doors at the annex building.
Board members and public commenters also discussed use of outside counsel in light of an ongoing dispute involving the county attorney; members who opposed hiring outside counsel spoke about cost and the availability of in‑house legal services. No legal opinion from the funded engagement was read into the record at the meeting; the engagement letter was included in the packet and the board voted to approve it.
Other items the board approved included multiple road‑related resolutions and equipment/personnel changes; the board scheduled a special meeting to approve Adkins on‑site support for upcoming election equipment testing and Election Day coverage.
